Bicycle patrol challenges the concepts inherent in traditional policing methodologies simply by its design. Police administrators, responding to the political and social pressure of rising crime and social disorder, embrace the concepts of closer citizen contact, mobility, observational benefits and tactical advantages inherent in bicycle patrol, including lower maintenance costs, less sick time, and increased job satisfaction and performance. In addition, experience has demonstrated that bicycle patrol has enhanced traditional enforcement efforts by incorporating speed, stealth and agility. These benefits have enabled officers to not only observe crimes in progress, but also to swiftly and quietly apprehend the offenders, thereby greatly reducing the opportunity for escape or resistance. By its nature, a uniformed officer on a bike provides a much greater opportunity for one-on-one contact with the public, which is critical to the Police Bureau’s Neighborhood Policing and Problem Solving efforts. Therefore, the uniqueness of this type of patrol makes it necessary to establish guidelines concerning qualifications, uniforms, equipment and specialized training.
