1.21.14 Pursuit, Arrests
On January 20, 2014 at 2:38p.m. officers of the Lancaster City Bureau of Police "D" Platoon responded to the 400 blk. of Manor St. for a shots fired call. LCWC dispatch received multiple calls for shots being fired in that area. Officers made contact with a 23-year-old female who stated that at approximately 2:38 p.m. she was in her apartment on the second floor of a residence in the 400 blk. of Manor St.
The victim looked out her window and observed her ex-boyfriend, Michael Maldonado (27-year-old male, resident of 600 blk. W. Vine St., Lancaster) exit a vehicle in front of her apartment building. When he exited the vehicle Maldonado began to scream and yell at the victim. Maldonado then removed a revolver from his waistband, pointed it at the victim, and began shooting. Maldonado discharged the revolver three times. This account was corroborated by a witness. It was discovered that Maldonado does not possess a valid concealed weapons permit, and Maldonado has a prior felony conviction, which disqualifies him from legally possessing a firearm. As a result of this incident, Maldonado was charged with Aggravated Assault Domestic Violence (F1), Discharge of a Firearm into an Occupied Structure (F3), Carrying Firearm without License (F3), Simple Assault Domestic Violence (M2), and Recklessly Endangering Another Person (M2) before MDJ John Winters. A warrant was issued.
Police obtained information that Maldonado may be in the company of Matthew Hill, 29-year-old male, resident of 500 blk. Woodward St., Lancaster. Hill was wanted in connection with two prior bank robberies that occurred in Berks County and York County. He was also wanted on a PA State Parole warrant.
At approximately 7:38 p.m. Off. Robert Whiteford observed Matthew Hill driving a silver Dodge Neon in the area of Queen St. and Chestnut St. and began following this vehicle. Additional officers began heading toward the area to assist Off. Whiteford. During this time, it was determined that Hill called 911 and reported a false shooting in the area of South Ann and Dauphin Streets, which required emergency services to respond. Officers attempted to stop Hill in the 800 Block of Queen Street. Hill fled from officers in the silver Dodge Neon. As Hill fled throughout Lancaster City, he drove at high speeds, failed to stop at 26 stop signs, failed to stop for four steady red signals, and drove in the wrong direction of travel on four one way streets at various locations in Lancaster City. Hill was operating the silver Dodge Neon while his operating privileges are suspended. He has been convicted seven times previously for this offense.
During the pursuit, Hill’s vehicle struck an occupied 1992 Mazda Truck at the intersection of Filbert St. and Popular St. Hill’s vehicle then struck an unoccupied Chevrolet Cavalier, a Jeep Grand Cherokee, and an iron fence in the 600 blk. of St. Joseph St. Hill then fled on foot and unlawfully entered an occupied residence in the 600 blk. of St. Joseph Street. While inside the property Hill attempted to prevent a 32-year-old female from fleeing her residence. The female was eventually able to escape. Police entered the residence and took Hill into custody. It was discovered that Michael Maldonado was in the passenger seat of the Dodge Neon. Maldonado taken into custody immediately after the vehicle crashed.
Matthew Hill was charged with Fleeing and Eluding Police (F3), Burglary (F2), Flight to Avoid Apprehension (F3), False Imprisonment (M2), False Alarms to Agencies of Public Safety (M1), Accidents Involving Injury or Property Damage to an Occupied Vehicle (M3), and the following Summary Offenses: Twenty Six (26) Stop Sign violations, Driving Under Suspension, Four (4) Red Light violations, Four (4) counts of One Way Roadways, two (2) counts of Accidents Involving Injury or Property Damage to an Unoccupied Vehicle or Property before MDJ Bruce Roth.
Maldonado was committed to Lancaster County Prison in lieu of $200,000.00 bail.
Hill was committed to Lancaster County Prison in lieu of $250,000.00 bail.
