10.25.13 Warrant issued in Fulton St. Shooting
Approximately 9:06 PM patrol officers responded to the 700 block of E. Fulton St. for the report of a shooting inside a residence. Upon arrival officers located a 15-year-old female suffering from a gunshot wound to the head. Officers immediately began to administer first aid until medical personnel arrived. The victim was transported to Lancaster General Hospital. Upon arrival at the hospital medical personnel determined that the bullet wound was not life threatening. The victim did suffer a concussion and was transferred to Penn State Hershey Medical center for additional treatment. The victim is in stable condition.

The investigation into this shooting continued throughout the night and into this afternoon. The investigation included interviewing a number of witnesses, including the victim at Hershey Medical Center, as well as processing the crime scene. As a result of this investigation, the below subject was identified as the shooter….
Manuel (“Chucky”) Ortiz Jr. 16-year-old male. Charged as an Adult.

5’7” 125 lbs, short dark hair, light complexion
Ortiz has been charged with Aggravated Assault(F-1), Violation of the Uniform Firearms Act(Possession of a Firearm by a Minor, F-3) and Possession With Intent to Deliver Heroin by Detective Stanley Roache before Magisterial District Judge Janice Jimenez and a Warrant has been issued for his arrest. Ortiz was charged as an Adult under the direct file legislation due to the fact that he used a deadly weapon in the commission of these offenses.
It was determined during the investigation that Ortiz shot the victim during a domestic incident in a second floor room in the house. While processing the crime scene, investigators located the .38 caliber handgun, believed to have been used in the shooting, in the room, as well as 51 bags of Heroin in Ortiz’s jacket pocket, which was also left at the residence, when he fled immediately after the shooting.
