11.08.12 Corruption of Minors Arrest
On October 1, 2012 a 29-year-old female came to the Lancaster City Police station to report inappropriate sexual contact by a School District Employee, that began in 1999. The victim was interviewed and an investigation ensued. The victim stated that in September 1999 she attended McCaskey High School and was 16 years of age. She stated that she joined the school’s gospel choir. Through the choir, she had contact with Clifton Rodney Jenkins, who was a chaperon and mentor employed by the School District of Lancaster.
On April 13, 2000 the victim was 17 years of age and was a passenger in Jenkins’ vehicle. Jenkins had told the victim he was going to take her home from a school event and drop her off. Jenkins was driving in the 900 block of Lehigh Ave. when he pulled his vehicle over to the curb and proceeded to sexually assault the victim inside the vehicle.
On April 15, 2000, during a break at a choir concert in J.P. McCaskey High School, Jenkins pulled the victim into a classroom and exposed himself to her and attempted to have sex with her.
It was also determined that during this time period, Jenkins took nude Polaroid photos of the victim and had her take pictures of him exposing his penis. These pictures were taken at various dates and locations in the city and county, as well as the victim’s residence, all while the victim was 17 years old.
Following an extensive investigation, conducted by Detective Aaron Harnish, along with Officer Richard Beighley( a School Resource Officer), Jenkins was charged with Corruption of Minors (M-1) by Detective Harnish before MDJ Jimenez. He was arrested on the evening of November 7, 2012 without incident at his residence. He was arraigned by MDJ Albert and released on $30, 000 unsecured bail.
