2.20.14 Arrest in Shooting - 200 blk. E. Clay St.
On February 9th, 2014, at approx. 11:06 pm, officers from the Lancaster City Bureau of Police were dispatched to the 200 block of E. Clay Street for a reported shooting. Officers arrived on the scene and found a male victim suffering from a single gunshot wound to the lower extremities. The victim has been identified as a 20-year-old Lancaster man. He was transported by ambulance to a local hospital for treatment, and his injuries do not appear to be life threatening.
Lancaster City Police Detectives continued the investigation into this shooting and learned that the shooting occurred during an attempted robbery of the victim. The investigators also learned that there were at least two suspects involved in the incident and that at least one of the suspects was familiar with the victim and specifically targeted the victim to rob him. As a result of the investigation, Detectives were able to develop a suspect in the case, who was identified as Carlos Celin COLON, of Lancaster, PA.
Lancaster City Police Detectives learned that COLON was on state parole for unrelated offenses and contacted the Pennsylvania Board of Probation and Parole to make them aware of the on-going shooting investigation. On February 19, 2014, at approx. 11:00 am, COLON went to the Pennsylvania State Parole Offices for an appointment and was taken into custody by Lancaster City Police Detectives Stan Roache and Bill Breault. COLON was transported to the Lancaster City Police station for processing. Detective Stan Roache subsequently filed charges against the following subject:

On February 19th, 2014, Detective Roache charged COLON with one count of Robbery (F-1), one count of Aggravated Assault (F-1), two counts of Violating the Uniform Firearms Act (one count of Firearms Not To Be Carried Without A License F-3 and one count of Persons Not To Possess, Use, Manufacture, Control, Sell Or Transfer Firearms F-2) and one count of Criminal Conspiracy to Commit Robbery (F-1). The charges were filed before Magisterial District Judge Jene Willwerth.
After being processed at the Lancaster City Police station, COLON was then taken to Central Arraignment, where he was arraigned this morning by Magisterial District Judge Tony Russell on the charges related to the shooting. He was committed to the Lancaster County Prison in lieu of $75,000 bail and is also being held on a detainer for a State Parole violation. As always, all persons accused of a crime are considered innocent until proven guilty in court.
Investigators are continuing the investigation and are attempting to identify the other suspects involved in the incident.
