6.21.12 Attempted Homicide Arrest 500 blk. W. Orange St.
On 20 June 2012, officers from the Lancaster City Bureau of Police were dispatched to 527 W. Orange Street, for an unknown type police call. Officer Alberto Ruiz and Sergeant Richard Cosmore arrived on the scene and encountered the victim and several witnesses on the first floor. The officers quickly learned that the victim, a 49 year old Lancaster woman, had been assaulted by her boyfriend in one of the building’s apartments. The officers located the boyfriend, Richard CRUZ, in the apartment he shared with the victim. After speaking with CRUZ, the victim and the witnesses, Officer RUIZ and Sergeant Cosmore were able to take CRUZ into custody without incident. CRUZ was then transported to the Lancaster City Police station. The victim was transported to an area hospital, where she was treated a large contusion to the head, a strained neck and other injuries. The victim was later released after being treated.
Lancaster City Bureau of Police detectives conducted several interviews and searched the scene for evidence. During the interviews, detectives learned that the victim had just returned home and was walking through her apartment, when her boyfriend, CRUZ, struck her in the side of the head with a hard object. The victim fell to the ground and CRUZ got on top of her and began strangling her with his hands. The victim lost consciousness at some point, but regained consciousness and attempted to get up, but was unable to break free. A maintenance worker who was in the first floor of the building heard the victim screaming and loud noises coming from the upstairs apartment and went to the second floor to investigate. Two other occupants of the apartment building also heard the screaming and went to investigate. The three witnesses entered the apartment that was shared by CRUZ and the victim. The witnesses observed CRUZ on top of the victim, attempting to strangle her and threatening to kill her. One of the witnesses intervened and removed CRUZ from his position on top of the victim. Another witness picked the victim up and took her to safety on the first floor, where they waited until the police arrived. CRUZ then grabbed a stick or broom handle and attempted to chase the witnesses out of the apartment.

As a result of this investigation, Detective Jayson Drouillard charged Richard CRUZ with one count of Criminal Attempt at Criminal Homicide, one count of Aggravated Assault (Domestic Violence), Simple Assault (Domestic Violence) and Terroristic Threats, before Magisterial District Judge Bruce Roth. At the time of this release, CRUZ was being held at the Lancaster City Police station, awaiting arraignment.
The Lancaster County District Attorney’s Office – Domestic Violence Unit assisted the Lancaster City Bureau of Police with the investigation.
