6.28.12 Stolen Car, Arrests

28 June 2012 by Lt. Todd Umstead

June 27, 2012 at 10:17 a.m. a city resident reported that her 1993 maroon Saturn coupe had been stolen from the 800 block of Second St. sometime overnight. At 11:43 a.m. a city resident called to report that while driving through the intersection of Chesapeake St. and Strawberry St., her vehicle was struck by a maroon Saturn that fled the scene. At 12:00 p.m., Trooper Travis Martin of the PA State Police observed a maroon Saturn coupe driving erratically through the Lancaster County Central Park. Trp. Martin executed a vehicle stop and approached the driver, identified as Lavern William Millisock, 20-year-old male, no known address. Millisock told Trp. Martin that the car was stolen. Trp. Martin observed that Millisock appeared to be intoxicated. Millisock was arrested and conveyed to LGH in order to obtain a blood sample for blood alcohol analysis. The front seat passenger in the stolen vehicle, Joshua Manuel Garcia, 20-year-old male, resident of Pacific Ave., Lancaster, was also taken into custody. Both subjects were later interviewed by members of the Lancaster City / County Auto Theft Unit, and it was determined that the stolen Saturn was involved in the earlier hit and run crash, and that Millisock was the driver of the Saturn at this time.

As a result of this investigation, Det. Stephen Owens charged Lavern Millisock with Theft by Unlawful Taking, Driving Under the Influence of Alcohol or Controlled Substance, and Accidents Involving Damage to Attended Vehicles.

Det. Heather Halstead charged Joshua Garcia with Receiving Stolen Property and Criminal Conspiracy to Receiving Stolen Property.

All charges before MDJ Cheryl Hartman.

All persons accused of a crime are considered innocent until proven guilty.
