7.18.13 Park City Invasion of Privacy Arrest
On May 29th, 2013 Officer Shaffer of the Lancaster City Bureau of Police responded to Park City Mall at the J.C. Penny store for a report that a male subject was video recording a female customer while she was trying on clothing in a fitting room.
The victim, a 32 year old Lancaster County woman, reported to Officer Shaffer that she saw a recording device above the wall of the fitting room while she was trying on clothing. The victim exited the fitting room and pounded on the adjacent fitting room door to confront the individual. The subject in the fitting room exited and fled through the store and into the mall area. Office Shaffer obtained a good description of the subject from the victim, notified the Criminal Investigative Division and completed a report.
Detective Aaron Harnish continued the investigation by conducting additional follow-up investigation and requesting surveillance camera video from several areas at Park City Mall in an effort to identify the suspect. Once the video footage was recovered from several areas of the mall and additional store locations this footage was viewed by Detective Harnish to determine if the video captured the subject involved. Once that process was completed the Lancaster Bureau of Police released images from the video footage to the media asking for the public’s help in identifying the subject.
The release of the images of the suspect generated numerous tips as to the subject’s identity. Det. Harnish continued to follow-up on these tips. The tips and investigation resulted in identifying the subject and the execution of a search warrant on July 3rd, 2013 at the subject’s residence. The search warrant resulted in the seizure of evidence related to the investigation.
On July 18th, 2013 Det. Harnish charged the following individual with Invasion of Privacy (M-3) and Possessing Instruments of Crime (M-1) before MDJ Mary Sponaugle.

Fischer is currently incarcerated in Lancaster County Prison on unrelated charges.
