8.22.13 Robbery / Arrests

     On August 21, 2013 at approximately 9:24 p.m. Off. Greg Berry responded to a report of a weapons offense. Off. Berry spoke to the victim, a 22-year-old Manheim resident, and learned that she had been robbed at gun point. The victim stated that she was sitting on a set of steps in the 1st block of E. Vine St. when two subjects walked past her. She stated that the subjects then turned around and walked back to where she was sitting and one subject, later identified as William Ortiz-Rivera, pulled a gun from his waistband and pointed it at her. Ortiz-Rivera then grabbed the victim’s handbag and attempted to take it from her. The victim refused to give up her handbag. Ortiz-Rivera then ran south on Christian St. with the other suspect, later identified as Jan Ortiz.

     Off. Berry broadcast the suspect descriptions to other officers in the area. At approximately 9:30 p.m. subjects matching the description were spotted walking north on Prince St. at Mifflin St. by Lancaster Community Safety Coalition camera operators. LCSC employees maintained surveillance of the subjects and relayed their location to dispatchers until officers were able to stop these subjects in the first block of W. King St. The victim was driven to the area and positively identified Ortiz-Rivera as the person who pointed the gun at her. The victim also positively identified Ortiz as the second subject involved, who acted as a look out during the robbery. A BB gun was located in the area where the subjects were stopped.

     Both suspects were taken into custody and transported to the police station where they were interviewed by detectives.

     As a result of this investigation both suspects, who are brothers, were charged with Robbery and Conspiracy to Commit Robbery by Off. Berry before MDJ Ballentine and held for arraignment.

    Charged were:

   1. William Ortiz-Rivera 16-year-old male. Resident of 100 blk. Prospect St. Lancaster, PA (NOTE – Ortiz-Rivera was charged as an adult for these crimes) Committed to Lancaster County Prison in lieu of $75,000.00 bail.

   

 

 

 

 

 

 

 

 

 

 

 

2. Jan Ortiz 18-year-old male Resident of 100 blk. Prospect St. Lancaster, PA Committed to Lancaster County Prison in lieu of $75,000.00 bail
