8.23.13 Gun Arrest
On August 23, 2013 at approximately 12:10 a.m., Officer Ryan Hockley of the Lancaster City Police Department responded to a reported weapons in progress, in the area of the 1st Blk. W. Farnum St. Lancaster Community Safety Coalition (LCSC) camera operators reported that they observed a group of males and that one of the males, described as a Hispanic male, dressed in shorts and white t-shirt with a logo had been observed pulling a firearm from the waistband of his pants. LCSC continued monitoring the males and relaying information to Lancaster County Wide Communications dispatchers until officers were able to come into the area of the 200 Blk. Church St, where the males were now reported to be walking.
Officers located the suspect (later identified as Jose Ortiz-Cintron, 21-year-old male, resident of the 700 blk. E. King St. Lancaster) who was dressed in shorts and a white t-shirt with a logo on it. Ortiz-Cintron was found to be in possession of a loaded Marlin XT-22 Rifle, which was concealed down the front of the waistband of his shorts. The rifle had been altered, with both the handle and barrel having been shortened. The barrel was measured to be approx. 12 inches. The rifle had been specifically altered for concealment.
It was determined that Ortiz-Cintron does not possess a license for the concealed carry of firearms. Ortiz-Cintron was placed under arrest. Upon search incident to arrest, Ortiz-Cintron was found to be in possession of a small plastic baggie containing heroin.
Off. Hockley charged Jose Ortiz-Cintron with Carrying a Concealed Weapon Without a License, Prohibited Offensive Weapons, and Possession of Heroin before MDJ Ballentine. Ortiz-Cintron was arraigned and committed to Lancaster County Prison in lieu of $10,000.00 bail.
All persons accused of a crime are considered innocent until proven guilty in court.
